The Horizons Scholarship is a fully-funded technology immersion program for top high school students from around the world. Past Horizonites come from schools like Harvard, Princeton, UPenn/Wharton, Columbia, and more. Horizons was originally designed for students from the world’s best universities - they've gone on to receive product management, engineering, and venture capital offers from firms such as Google, Zappos.com, Yelp, Optimizely, Redfin, Insight Venture Partners, and Slack. The high school students who have been invited to spend a summer among the growing Horizons community have considered it to be a life changing experience. The programs is a relatively new program created by Wharton alums. Its not one of the most competitive programs but nor would I consider it a waste of time or money.
The following discussion boards have positive remarks on the program for college students. The only negative mention is the cost, although I note that scholarships are available.
The reddit website discussion board also has positive remarks to make about the program: https://www.reddit.com/r/cscareerquestions/comments/66fa9y/has_anyone_ever_heard_of_the_horizons_school_of/
This discussion thread is a little more critical, not because of the quality of the program but more the fact that its a bootcamp which in some contributor's view only provides the basics.
Here is an article that mentions the program although again commenting mostly on the program targeted at college students - https://www.marketwatch.com/story/why-some-college-students-are-spending-thousands-of-dollars-to-take-another-class-2016-05-25
