Difference between practice and real test

I haven't found much evidence on the college board website or other blogs that state the practice exams differ greatly from the real exam. If test takers score more poorly on the real exam compared to the practice exam there are several other factors that are likely to have resulted in this (ie nervousness, distracted, tired from too little sleep, etc) rather than difference in the exams.

How much time should I dedicate for prepping

I would suggest that you take all component of the tests at least a couple of times.

Can I take notes during listening component?

I didn't find any evidence online to state that you couldn't. The SAT guide doesn't state you can't so we should assume you can take notes (https://collegereadiness.collegeboard.org/pdf/sat-educator-guide.pdf). After all it is a listening comprehension test not a memory test! :)
