...December 2016. She's wondering if she needs to rush the scores to be received by Dec 2016.

No she doesn't need to have her scores rushed to UC as long as she took the test in November or earlier.

I found the following information on the College Board webpage (https://collegereadiness.collegeboard.org/sat/scores/getting-scores?affiliateId=aru%7Csat-scores-sendingscores&bannerId=):

October 1 Test Day

Available to students beginning Oct. 27.
Sent to colleges beginning Oct. 26.

November 5 Test Day

Available to students beginning Nov. 29.
Sent to colleges beginning Nov. 28.

December 3 Test Day

Available to students beginning Dec. 22.
Sent to colleges beginning Dec. 22.

I presume your student took the exam in November or October in which case the scores will arrive in plenty of time to UC.
